The main problem I see here is that it's inconsistent with other pages that almost all display panels. However, with my experience from XWiki 15.X onwards, I never saw a problem in getting out of the app.
Note that the intent of not displaying panels is only related to the edit mode. IMO we could leave it without panels in the edit mode and keep the panels as usual in view mode.
PS: The panels are less intrusive now because they can be collapsed or reduced in width by users freely. They are not as limiting on the UI as they used to be.
