As discussed in https://forum.xwiki.org/t/breaking-the-feed-api-in-order-to-remove-rome-1/15750, the feed plugin has been updated to use the com.rometools version of the Rome API as it doesn't seem to cause any breakage in scripts using the feed plugin. Moving to components can be done later. That way, we can actually remove the old dependency also outside legacy as moving it to legacy doesn't really change anything for actual XWiki instances.
