Load JavaScript skin extensions in standalone WYSIWYG editor by default

I created a PR with the minimal changes, but this only slightly reduces the inconsistency, it doesn't fix it. The problem is that we can't mark as safe even standard modules such as Live Data because they (or their dependencies) are injecting hidden content at the end of the BODY tag which is the root editable element for the standalone WYSIWYG edit mode.
