Load used property values in suggestions, e.g., in Live Data filters even when the filter is empty

In Live Data, when when clicking inside the filter, currently only "allowed" values like the values listed in the static list definition are shown. Only after typing a string, used values are listed. This should be improved to always list used values even when no filter is given as long as there are less "allowed" values than the limit.
