Step to reproduce

Login via intial admin credentials
Enable advanced user via shortcut x+x+x+a
Be on home page and enable editing via CKEditor thought shortcut "e"

Actual result:

You don't see the Preview button.

Expected result:

The preview button is present as it is in version 15.10.
