As you noticed the code using the wrong API is in https://github.com/xwikisas/application-licensing/blob/8f299248a771514bc0b2718d586a2c624d0166cb/application-licensing-licensor/application-licensing-licensor-ui/src/main/resources/Licenses/WebHome.xml#L620 which is not part of XWiki.org. This is some code maintained by XWiki SAS only so it should be reported there.
