In the case of Page1 having other sub-pages, with pinned order, that would be published (associated with variant B, for instance), publishing the Page Administration of Page1 would still be necessary. The order defined by the Page Administration of Page1 is still functional even if Page 1 doesn't exit.
In this regard, the only case where the Page Administration shouldn't be published is if Page1 has no sub-pages published.
