Notification modal has inconsistent tab orders depending on the browser.

Note that this inconsistency between DOM order and tab order can happen even if there's an option initially picked. E.g. see the UI for required rights.
The issue is less important because it's not an inconsistency during use, but it can still be misleading and reduce the usability of some UIs for AT users.
