The Wiki for the Debian package @ https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/Installation/InstallationViaAPT/#HXWikiasrootwebapp28shortURLs29 implies that for Jetty, all you need to do is modify xjetty-web.xml and follow the instructions @ https://www.xwiki.org/xwiki/bin/view/Documentation/AdminGuide/ShortURLs/ and then it should work fine with the Debian package. If this is unsupported, why would the Wiki page give specific instructions how to do it?
However, the `webapps` stuff is super ambiguous for Jetty with regards what you should do if you installed XWiki from packages.
Having a debconf question for this configuration would be super nice, but knowing how to get it to work at all would also be neat
