Resized panel is not saved after user logs in again

The simplest steps to reproduce the same issue

1. change the width of any panel in the Panels administration page
2. save the changes
3. click on the Panels administration section again

Actual result: the changed panel size is returned to the default width.
Expected result: reset to default size of panel doesn't happen
