Attachment version is left behind when attachment is deleted following turning off attachment versioning.

This ticket didn't see an update in 12 years, the issue is about a feature that's quite uncommon even if still available (first time I heard of it, it could be useful in some use cases, but the fact that it does not have a UI to toggle it in the Administration section shows that it's not a feature that's meant to be switched around often), and the switching back and forth between non versionned and versionned attachment use case is even rarer. In my opinion we can close this ticket as `Won't fix`. Feel free to reopen it if this decision does not sit right with you.
