The only "production" code change this issue brings is that the database is correctly initialized when the Debian package is installed. All other code changes are related to the integration tests to use the correct PostgreSQL database setup and to add tests to verify the correct setup.
The installation instructions have been updated for PostgreSQL. Existing users on PostgreSQL need to manually change their database locale to be C.utf8, or, on PostgreSQL 17, C.UTF-8 with the builtin locale provider. This requires exporting and re-importing the whole database with a dump.
