So if an improvement requires a change to the visual appearance and 'behavior' of the user interface (adding a link, relocating a link, etc.) this needs to be proposed on the forum instead of on Jira?

I did not know that, I just saw a design error which needed correction. To me a design error is just as bad as a programming error and a lot worse than a small programming error without much consequence.
