Add buttons to hide/show panels left and right panel columns

[~vmassol] XWIKI-1308 talks about single panel togglers. This issue is for togglers for the whole panel columns. This issue is related (we probably don't want both), but not a duplicate IMO.
From the discussion we had on the forum at https://forum.xwiki.org/t/implement-collapsing-panels/13918 , it seems like https://jira.xwiki.org/browse/XWIKI-10498 is the duplicate here. Seeing as we closed XWIKI-10498 as a `Won't fix` after the discussion, I think we can do the same for XWIKI-1308.
