When changing the configuration to "Only local users are available in the wiki", existing global users will stay in local groups and keep their rights on the sub-wiki, even if they are not displayed as member of the wiki anymore. You need to remove global users from local wiki groups to prevent them to access.
If the configuration is set back to allow global users, then global users will be shown again in the member list.
