Costly and unconditional tag cloud computation done for all live table requests using the default source

Note: this also impacts all livedata that use a livetable source, which is most of the livedata in the standard product today, for example the all pages table. The impact is important for the all pages table, as it has no filter and fetching the tags for all the pages in the wiki is costly.
