To me falling back on the actual default allowance of the right seems more accurate and probably safer no?

A subwiki which exist (but did not set rights) inherit rights from the main wiki, I don't see why it would be different for a wiki that does not exist. Same logic as for a document that does not exist vs the rights of its space.
