The problem is apparently that xwiki.properties file encoding is set to UTF-8 in the file provided in the distribution for some reason. It should instead be using ISO-8859-1 encoding as it's the standard for those files. So an easy workaround is to ensure to change the encoding when editing the file and it should solve the problem. Now for properly fixing this, we should probably check to force generating this file with the proper encoding.
