From what I understand, this ticket is mostly about displaying hints to give an indication on the meaning of a configuration field in the administration menu (see component).
There is now (cycle 16.X) hints for every configuration field, closing this as a `Cannot reproduce` since I have no clue when this was fixed, and it's probably been a long time.
