'Is enabled' filter doesn't keep it's value after page refresh and does not display back all entries after clearing it

Note that even though this bug is only visible in the Notification custom filter preferences livedata which is only part of XWiki 16.x, explaining the affect version, the bug is actually present for all boolean filters in LD, so we fixed it also in 15.10.x.
