Hi! I've just finished re-running the 2 tests on Tomcat 9.0.98 :
* Reload of empty page without UI: 16.10.3 (Tomcat) - *0.018334* sec vs *0.114660* on Jetty
* Reload of Main.WebHome without UI: 16.10.3 (Tomcat) - *0.032584* sec vs *0.121760* on Jetty

So looking at the results, XWiki 16.10.3 on Tomcat is significantly faster than Jetty.
