This behaviour is apparently not new: AFAICS since the beginning of the implementation of the RedirectClass the DownloadAction was handling those (see: https://github.com/xwiki/xwiki-platform/commit/7cea1e157369e899ebbc142c174187055bb7f8dc). So I'm not sure we can really fix this, or we want to fix this.
