Incorrect saving of annotations when there are special characters (%, *) in the document name

Leftover from XWIKI-18782. The annotation REST resources are not decoding properly the document space names. The problem reproduces only if those special characters are in the space name, so in the steps provided by Alexandr Chelnik you need to create non-terminal (nested) pages.
