Added [a hack in the Debian package|https://github.com/xwiki/xwiki-platform/commit/d5d54c228780988bd1b938778158a76a364978da] to set the collection, hope this works for all versions currently available on https://packages.debian.org/search?keywords=postgresql (so 11+, in which {{locale}} does not seem to exist).
Also committed https://github.com/xwiki/xwiki-platform/commit/b6efa942d682e2e467dccee2dbaa50d8ffd92bde which is associated to the wrong jira issue.
