IMO if the admin uses the option ` Prevent unregistered users from viewing pages, regardless of the page rights ` on the wiki, the colortheme page should not be available – the change should not override/invalidate this feature.

Changing the default rights on the color theme pages would mean that new admins on private wikis will not hide the colortheme page them when setting up rights like this:

Maybe we should add a warning next to the `Prevent unregistered users from viewing pages, regardless of the page` so that Admins understand better what they do when they pick this option.
