Yes, they are wiki documents, just edit them.

For instance, the Quick Links Panel is located on the /xwiki/bin/view/Panels/QuickLinks page of your wiki. Click on the edit button to change it. Other Panels are available on the /xwiki/bin/view/Panels/ page. You can move them around using the Panel Wizard located at /xwiki/bin/view/Panels/PanelWizard .
