Let me explain the process to become a project committer on
XWiki:

First you should be a
contributor, i.e. participate to the project by sending patches, documentation
help, tests, answering emails on the list, etc.
¡¤
Once you¡¯ve done that for
some time and once people have asserted that you have well understood the
project, its development practices, its APIs and that your patches are good and
of good quality then the current committers will vote to have you as a
committer.
So what I propose to you in the first place is to participate/contribute
to the project and send any patches you have by creating jira issues on http://jira.xwiki.org and attaching your
patches to the issue. Note that we currently have a problem and JIRA emails are
not making it to the dev list so you might also want to ping us on the dev list
to tell us the jira issue that you¡¯ve created, etc.
