Yes the Invitation space already disables access to prevent users tinkering with the inner
workings.
Invitation.WebHome,
Invitation.InvitationGuestActions,
and Invitation.InvitationMemberActions
override this.
You could change these three documents permissions or you could just delete them.
To prevent users from sending mail, all you need change is Invitation.WebHome.
