Yes, I guess you'll have to wait for 7.0.1 (no fixed release date ATM)
for your production environment, but you can still download 6.4.4
(should be announced today) and test the rights settings (create some
groups and set some rights) to make sure the problem has been fixed.

A fix has been committed already (thanks to Denis) and will be
included in 6.4.4 to be released in the following days. Would be great
if you can test the fix after the release is available.
