A perhaps less-than-obvious implication of this is that regardless of whether the current user has it, it will not work in preview mode if the document was not last saved by a user with that right, including, of course, the case where it was never saved by anyone, so the document must exist. Haven't thought much about whether this should be considered a bug, but it doesn't seem a straightforward matter. I also checked the data within XWIKILINKS. I was also unable to determine where xwiki get its document ids (XWD_ID) at startup.
