 This is because the javascript and style (CSS) that enable the
 annotations need to be saved with programming rights
 (AnnotationCode.Style, AnnotationCode.Script, AnnotationCode.Settings).
 In order to do that, just login with a user with programming rights, go
 to those documents, edit and save with no changes.
 Normally, they are imported with XWiki.Admin as an author but local
 XWiki.Admins don't have programming rights in 'subwikis'.

 By the way, entering in 
www.myxwiki.org , without logging in, i can see
 the
 welcome page and annotations menu in the toolbar. If I click on
 Playground ,
 that I suppose is a virtual wiki, the annotations menu disappears (may be
 because I am not logged?).
