xwiki.org toolbar is based on Panels. Have you looked at the
Panel Editor?

The application is already installed if you're running on the 1.0b1+
initial wiki content, but you'll need to install yourself it if your
content is from an older version.
If you install the app, you'll need programming rights to get the
drag&drop panel editor to save. If you don't have programming rights,
you can edit the left/right panel lists manually in  the skin section
of the Prefereces ("edit preferences" from the "more actions" menu).
