What does this include?

I guess you'll need some help with setting this up as part of the
build, right?

Is the default wiki template XWiki Enterprise (XE)?

Could we also get you to do this for XE? We have a jira issue for this:
http://jira.xwiki.org/jira/browse/XE-37

Any reference to this new rights management system? Is it somewhere
on xwiki.org? If not could you please put it there and/or send some
email about it?

If we move to a new rights management system, then I guess this needs
to be implemented first for XE, no?

What is the "dashboard"?

We'll need to finish it for XE too as it's not fully finished. See
http://jira.xwiki.org/jira/browse/XE-97

Sounds good to me. What's important is to get started with XEM
release and do them regularly (say every 2 or 3 weeks). It would be
nice to use time boxing as much as possible (i.e. try to keep release
dates and instead remove content if all the planned work isn't
finished). To do this you need a fully working build and only commit
things that work and by small packets.

I hope we can find some contributors to XEM soon to help you with all
this cool stuff! :)

Thanks
-Vincent
