2097: This is a minor performance improvement, meaning that it reduces 
the number of calls needed to find a skin file. If you want, I can merge 
it on the 1.2 branch, but I'd say it is not needed.

2056: This is an important change which is a bit too dangerous to 
include in a non-preview release, so I think it would be better if we 
include it just in the 1.3M2 release. I don't expect any problems with 
this change, but just to be safe.

2080: That's just a minor API improvement, not dangerous at all, so I'll 
merge it in the 1.2 branch today.

I'll also answer for some of the other issues:

2052: This is an important bug, and it should be merged in the 1.2 
branch. I'll handle that ASAP.

1621 and 299: This hasn't been verified yet (at least I didn't have time 
to), and it has been around since the first XWiki release, so I'd say it 
is no big deal if it stays unfixed in 1.2.2

1949: Not critical, as deleting versions from the history is not 
something usually done. However, if you think it should be included in 
1.2.2, then I can merge it, as the changes were fairly small.
