The XWiki.WatchListManager is the page that contains the Watchlist  
feature so if it's not there it means no watchlist feature and thus we  
remove the watchlist menu.

The watchlist application is bundled with with XE's XAR so you should  
definitely have it. You can also download it from
http://code.xwiki.org/xwiki/bin/view/Applications/WatchlistApplication
