Could be. Can you try removing the JRE and reinstalling the JDK?
I think that JAVA_HOME is pointing to the JRE, which isn't enough for
maven. If you don't want to remove the JRE, you can try to change
JAVA_HOME to point to the JDK.

I got past this error by manually entering the path to java in
