They were not, thanks for the recommendation, I've put the shortcuts
in the application resources under core.shortcuts.*.
I've commited the feature, suggestions and comments are welcome (see
also http://platform.xwiki.org/xwiki/bin/view/Features/KeyboardShortcuts).
