Should we move master to 4.0-SNAPSHOT already, to give people time to 
prepare their big changes, or leave it to 3.5-SNAPSHOT so that everybody 
concentrates on stabilization, since for the impatient there are feature 
branches?

I could continue for 4.0 unless somebody else wants to try it.
