Fixed. The new default value is 32Megabytes
- XE has this value configured in XWikiPreferences
- platform-web sets this value in the automatically created XWikiPreferences object when no such object exists (i.e. a blank wiki)
- platform-core (through the fileupload plugin) uses this default value when there's no setting in XWikiPreferences
