Missing rights for watch actions are not reported correctly

Whenever a user tries to execute an action for which he hasn't got appropriate rights, he / she should get a message correctly reporting this error.
Right now such situations are either silently ignored (when adding tags, flagging articles) or they display a standard, unique error message.

We should decide if we want to report missing rights or just hide actions that require rights for users that don't have them, as requested by XWATCH-95
