upgrade xwiki platform dependency to 1.3

Change xwiki platform dependency to current snapshot instead of the 1.1 branch. 
This is mandatory in order to upgrade to gwt 1.4 since the web-gwt module of 1.1 cannot be changed for the upgrade.
