[xwiki-users] Changing the logo only affects the admin account

There is indeed a restriction on all documents in the XWiki space. To 
change the rights, log in as Admin and go to the skin page and use Edit 
-> Page Access Rights to set the view right for XWiki.XWikiGuest.
