Actually, what's up here is that you're still using the 0.9.840 build
One thing just to check, when you upgrade, are you removing the old
xwiki folder from tomcat and then placing the new xwiki.war file, or
just placing the WAR file into tomcat?

Thanks for the help, but it looks like there is something unusual about
my xwiki installation.  I do not have an Administration panel under the
"log out" link in the top right hand corner. 

I log in as XWiki Admin and access admin menus by clicking on the purple
Admin square in the row of purple squares at the top left.

I have taken a  http://www.nabble.com/file/5603/xwiki.GIF screen print
here of what I see after clicking Admin and hovering over More Actions.
Could you have a look and tell me if I am going crazy?
