Yes there's a solution. I guess you're using XWiki 1.0. We had an  
issue which we've fixed in 1.1M1 or M2 on this.

For XWiki 1.0 do the following:
- put your wiki in single lingual mode
- go to this page: http://www.xwiki.org/xwiki/bin/edit/XWiki/ 
XWikiPreferences?editor=object
- change the first field to "fr" and save

In XWiki 1.1M1/M2 you only need to replace the default language to  
"fr" in the Admin screen and it'll work fine.
