XWiki is modular so that WAR is made of several parts:

- xwiki-platform/core
- xwiki-platform/web/standard
- xwiki-platform/xwiki-applications/panels
- xwiki-products/xwiki-enterprise/*

However we've just moved to that new structure and 1.1M2 was released  
under the old structure so you can get it here:

xwiki-platform/core/tags/XWIKI_1_1_MILESTONE_2
