First, XWiki won't currently run on JDK 1.6. You'll need a JDK 1.5.  
But there error you're getting is for another reason. As you suspect  
there's a permission issue.

I'm pretty sure you're on some unix.

Verify that the user under which you have started your tomcat has  
read permission for this file.
