[xwiki-users] New installation - XAR upload failing

As I mentioned in the original post, the error was caused during the upload,
not the import.  I never got to the point where I could click on the XAR
file.  I went back down to 1.2 and was able to get it to work.  

However, after downgrading, I still can't add users for some reason and get
no error messages.

MySQL 4.1.22 is pretty stable and 1.2 upload worked, so I guess it is an
issue with 1.3M2.
