[xwiki-users] Attachement checkout

We can't automatically mark downloaded attachments as checked out (not 
because it is impossible, but because it is not something we want). It 
can be done using a custom velocity template for the attachment list, so 
that a user can click on a "mark as checked out" link next to the 
attachment, and other users will see who has checked out a document.
