A violation fails the build, so the code base carries none, so a violation a changed module reports is one the pull request wrote: this needs none of the line filtering the SonarQube issues are put through, and no build of its own either, the modules the pull request changes being already the ones this workflow builds. * Rename the workflow to quality-pr.yml, now that the SonarCloud analysis is one of the quality rules it holds a pull request to rather than all of it.
