The evidence outranks the issue: a test with a flicker issue that now fails in every environment is triaged as a breakage, and the issue is marked STALE when it also fails every recent build. Checked against master, where the realtime tests carry open flicker issues while failing all four environments. Record that WikiManagerRestIT#checkTableRowFormat() needs it too, so that it isn't dropped along with the extension test it was introduced for. Same fix as the one already applied on stable-18.4.x; on master the macro happens to be pulled in by another test. Send it to the address at which the servlet engine is reachable from the test JVM instead.
